Denver City Council approves settlement, exonerates Assistant City Attorney Stuart Shapiro

The Denver City Council on Monday signed off on a large portion of a proposed $660,000 settlement ending city officials’ unusual dispute with an assistant city attorney.

But after voting 11-1, most of the council members made it clear in a joint statement that they disapproved of the circumstances that they saw as necessitating the city’s costly agreement with Stuart Shapiro.

Immediately following the vote, the city attorney’s office issued a rare statement of apology that said, in part: “Let this statement stand as a full and complete exoneration of Mr. Shapiro.”

The sweeping statement, and the council’s reluctant approval of the largest part of Shapiro’s payout, ends a dramatic legal episode that included claims of retaliation lodged by Shapiro. Those came after Shapiro’s conduct came under fire two years ago in handling former inmate Jamal Hunter’s lawsuit against the city over abuse he suffered in Denver’s downtown jail.

The Shapiro matter also left a cloud over the departure of Scott Martinez, who stepped down as city attorney in May.
